This could certainly make use of paging according to your screenshot. Page file usage - the page file plus the physical memory is the total virtual memory. The virtual memory how much memory the server and it's applications believe is on the machine. If memory is paging, then you are using more RAM than is physically present. The options are to increase the physical memory available to above the amount being used, or reduce the applications running on the machine.
Otherwise, your memory paging to the drives will slow down the machine enormously. My rule is that you should never page memory to the page file for best performance. A reboot will clear the page file until memory demands exceed physical memory. The page file creates a virtual memory address space in what was called enhanced mode. Everything runs this way today. The page file really shouldn't be used today because the applications are no longer lean and clean.
The applications are bloated and use a lot of memory compared to the old days. Buy some RAM or virtualize your server so you can control memory allocation to the server.
